If there is really a surplus of some 340 million then the government either cut too much or taxed too much. A budget leading to either zero surplus or zero debt is one thing but how can so-called conservatives justify the state carrying this money in surplus? Call them out, and use their own bullshit talking points against them. It shouldn't be too hard.
